Bruno Jean-Richard Itoua (born 6 October 1956〔("Biographie du Ministre de l'Energie et de l'Hydraulique Son Excellence Bruno Jean Richard Itoua" ), Ministry of Energy and Hydraulics of Congo-Brazzaville (accessed 10 July 2013) .〕) is a Congolese politician who has served in the government of Congo-Brazzaville as Minister of Scientific Research since 2011. Previously he was Director-General of the National Oil Company of Congo (''Société Nationale des Pétroles du Congo'', SNPC) from 1998 to 2005 and Minister of Energy and Hydraulics from 2005 to 2011. ==Career== An ethnic Mbochi and a member of the Gamboma clan,〔("Nepotists' nirvana" ), ''Africa Confidential'', volume 45, number 9, 30 April 2004.〕 Itoua was born in Pointe-Noire〔 but was considered a native of Cuvette Department.〔 He graduated from the ''École spéciale des travaux publics'', a French civil engineering school in Paris, in 1982. During the 1980s, he worked in Congo-Brazzaville at the National Electricity Company〔 and subsequently at the subsidiary oil company Elf-Congo.〔〔("Bruno J.R.
